I have just installed a new modem onto my computer, when I run the Modem Diagnostic in Windows 98 i.e. control panel/modems
The AT-Command screen appears and the response is OK.
When I try to connect to the Internet through my connection I receive an error
“Error 680 no dial tone, please make sure your phone is connected to the line.”

Have a couple of troubleshooting tips for you:
1. Check to see that the line is secure in the modem, as well as in the wall jack.
2. If these are okay, do you use a second line? If not, you may have a problem with the wall jack or the phone line itself. Unplug the modem and connect your phone to it to see if there is a dial tone.
3. If you have a dial tone, then the phonne line and the jack are not the problem, it could most likely be the modem itself. Try to uninstallit and reinstall it to see what happens. If you are not successful, get a second modem and install it to see if it works. If it does, then the problem is obvious. If the second modem does not work, then yo may have a problem with the ISA/PCI slot, or the motherboard itself.
Also, make sure that the resource settings are correct.

Also check to be sure you have the phone line plugged into the correct jack in the modem. They have 2, one for the line in, and one for line out to a phone, so you can use a phone when not online.
I'd almost bet you have it plugged into the wrong jack...

What Pete said is very critical because there are many newer internal modems that automatically disable the line out jack when they start to dial out.
Also some modems dial out before they detect a dial tone. If so you can force it to wait for a dial tone.
go to my computer->dial up networking->(your connection)->right click properties ->connection-> check the box "wait for dial tone before dialing"

when setting up a connection, by default it is set to wait for dial tone before dialing.
One more thing, if it says no dialtone, and you know that the phone line is in the right places, and that the phone line is good, plug a phone into the other port on the modem, and check for dial tone there. Once you do that succesfully, you can do the following:
Reinstall the modem driver. If that doesnt' work...
go to dial up networking, right click your connection, click properties, click configure, click connections tab, click advanced button, and in extra settings, type in "atz" hit ok out of all this, reboot, and try. This resets the modem. Always worth a try.
Next, tell it to not wait for dial tone before dialing, but add 2 comma's before the phone number, reboot, and try.
AFter that, it is a problem with the modem. It happens. What kind of modem is it??? Avoid the following:
Rockwell
Conextant
HSP micromodem
Motorola sm56
Those are 4 of the worst modems for haveing problems with the card or the drivers, or both. Trust me, I know, I am working interent tech support for 6 isp's across Ohio, Michigan, Kentucky, Tennessee, and Missouri, along with a couple counties in Indiana. Some people have no problems with these modems, but I don't recommend
LT WinModems are ok, but nothing spectacular, as are the 7800-u modems
US robotics, are next up the latter.
Finally, Diamond Supra 56i. That is the top of the line best modem avialable on the market, and at 45 us dollars here in ohio, affordable as well. It connects faster, and it stays connected easier.
