I have two machines with ethernet cards.
Do they have to have the same IP address to share a dial up connection?

No, you'll need to use a 'connection sharing' program. Depending on what Operating system you use this may already be included.

As far as I know the IP address must be the same apart from the last set of digits, this identifys which computer in a network
e.g 192.168.100.01
192.168.100.02
192.168.02
The subnet mask must be the same
e.g 255.255.255.0
And the PC with the internet must be running Win98 SE at least to enable internet sharing
