I have a 333, Win98SE and the modem quit working. When the phone line is connected to the computer the telephone line shows busy on my anwering machine. I get a "Can not find dial tone" error when I use the modem. Replacing the modem did not fix the problem.

Bad cable to modem,
Bad driver for modem,
Are you using the original cable to the modem as the pinouts can vary on different modem cables.
Do you have a phone out socket on your modem so you can see if dial tone is getting to your modem

When I connect the phone line to the computer it immedately shows the line is busy. My phone line is busy until I remove it from the computer.
I have tryed another phone cable and it again shows the line is busy. I can not get a dial tone while the cable is connected to the computer?
How do you have the modem hooked up?
Is the answering machine plugged into the modem?
If so try unplugging the answering machine.
Also, is it an internal modem?

Agree with MJC. Is the modem connected when you boot-up? Hopefully, you are not trying to connect the modem/phone line when the machine is already up and running, otherwise, often you have to reboot to get the modem to reset.

Also, when you replaced the modem, are you sure that your dial-up is set to the proper modem and port, and it is not trying to dial the old modem with it's old settings?

The modem is an internal modem.
I have the computer in one room connected to the phone line.
I have my answering machine in another room connected to the phone line.
When I hook up the phone line to the computer the answering machine in the other room shows "Line is busy" on it's screen.
I can not get a dial tone on my phone line unless I disconnect the line to the modem.
I have uninstalled and reinstalled drivers for the old and new modems with no change in results.
The modem did work properly until last week. I think the problem could be a surge in the phone line that did something to the computer. (It's been raining on and off for a few days)
Ok, more specs needed.
Also try to use it with the answering machine disconnected.
