I'm looking to purchase one in the near future. A reletively cheap one (about $60 or less). I know I can get one for that price. I've seen Sony, Samsung, LG, and maybe HP for around that price. Which company has the best software for "burning"?

Software is independant of CDRW hardware nmanufacturing; i use both EasyCD & Nero on My burners.
I have an older HP 8/4/32 9110i that has never failed me, i also have a Plextor that's been operating fairly steadily. my newest burner is the TDK 40/12/48, and so far it's been exceptional.
I've seen a few Lite-on's that crapped out after a couple of months, and no philips i've seen yet has lasted longer than 6 months. Never owned a Samsung or Sony, so can't give any opinion on them.
My next purchase is DVD +RW/ CDRW combo drive; i'll let you know what i think about them later. :D
Oh, for my recommendation-find an HP 9100 series, they seem to be the steadiest burners out there.
Or i could sell you my old SCSI2 Mitsumi 2X CDR ( CDR only ) drive, it's slow but dependable! :p

ive got a 4x Samsung 304b DVD-R/CD-Rw COMBO drive and a disc has never failed on me. I use Nero 5.5 to burn cd's.
I used to own an LG model but i soon got rid of that

The first CDRW I used on my system was a Memorex 2x2x4, which was _way_ too slow. I switched to a Sony 8x4x32 a few weeks later - not too bad, and it still works. I swapped it out early last month for a CyberDrive 16x12x40 which works great - I've even been able to burn CD-R's while doing fairly intense online activity without a single error.

I've got a TDK which works pretty well and the latest version was recently ranked really high by PCWorld. For a long time they have ranked Plextor as the best. Sony and Samsung are generally ranked well also, but HP tend to be overpriced and when you can find a cheaper one it probably isn't as good as a comparable priced TDK, Plextor, Sony, or Samsung. I would avoid Phillips.
