What should the jumper settings be for the HDD? I have 1 CDROM drive, 1 CD-RW drive, that's the only drive in the case, what should it be set to? Master, right?
It depends, some drives have a special jumper setting for being the only drive on the channel. Otherwise, yes it should be the master.

Since you have two "channels" for IDE devices I usually suggest that a person put the HD on the 1st channel or cable and put the two CD Rom drives on the other channel - one as a master the other as a slave.
Ok im on my Home computer now, Ah its good to be back, thanks to compaq my wait time of 3-5 business days turned out to be 34 hours!!! I got the jumper on the new HDD set and Its on Master, the old one and the new one were both set to Cable Mode Detect, so i just set the new one to master and seemed to get some more performance out of it

Have the CD-RW as the secondary Master and the CD-Rom as secondary slave. That means they are connected to the cable plugged into the secondary IDE socket on the motherboard; the re-writer jumpered as master [and connected to the end of the cable] and the reader jumpered as slave [connected to the middle of the cable].
