Welcome to PCGuide!!
I am not sure what the siren sound is, but it doesn't sound good and ignoring it for this long probably wasn't a good idea. If your system is overclocked I would guess that the siren was due to a heat problem and you are probably now out of luck. In order for people here to give you more help on this, I would suggest that you provide more details about your system. Particularly what the actual speed of the CPU is supposed to be, what kind of cooling you have in the case, what other types of problems have you had before it shut down, what other hardware do you have installed and so on. Post this info and then sit back and pray that it isn't too late for this system. :p

well it is a intel/celeron 600/128/66/1.7v
what ever that means.
this is what i was told>>>>>>>>>>>
lockup is preceded by a siren-like sound, your system is shutting down to protect the processor from overheating. but they never told me how to get it going again and get it unlocked,,, or is it to late

Do you have the manual for the board? You have that celeron overclocked just a tad. Should be running at 66MHz Front Side Bus, not 110-111MHz.
Sounds like your board is trying to save your processor. Hope it was successful and it's not fried.
If you can't post then you can't change the settings in your BIOS. This board does have Dipswitches for CPU settings. Pull out your manual and check how they should be set. It will require going inside your computer, but it's pretty easy to do. Hope you have your manual. This board is discontinued.
Check here (http://www.motherboards.org/manuals/p/Abit-BE6-II/105.html) for an online manual of your board.

Did you look at the online version of the manual that Malcore noted?? The good news is that even if you fried your CPU, which seems likely, you can replace it with a faster one pretty cheaply (if your motherboard is not also fried). You might want to check around for prices on Pentium IIIs since that would be the fastest you could go. Meanwhile, check out the manual, see if you can set the board to defaults, make sure your fans are running and try again.

Edit, BTW, you posted this in the wrong spot, so you may not be getting as much of a response as you would if you had posted in a Hardware forum. You may want to ask PaleoPete or mjc to move it for you.
