if your re-installing the o/s then your hard drive is formatted, partitioned? If so then using a boot disk is your best bet. It'll place the cdrom driver on the hard drive so you can access the cdrom (which will probably be E prompt). If you use the boot disk, choose "cdrom support" at the menu and it still doesn't load the cdrom drivers then you may need a fresh boot disk. If it still doesn't work then you can load the cdrom driver manually off the boot disk.
I can post the procedure if it comes to that.
good luck

Getting a Universal Bootdisk
In the case you can't find a bootdisk to support your cdrom, go to www.bootdisk.com (http://www.bootdisk.com) and get a bootdisk for your operating system. Use it to boot and then try to install Windows.

If the data cable for your Mitsumi CD-ROM drive connects
to your sound card, you may need to load the exact driver
for that model before you can access the drive.
