Why would my fan speed at occasional random times?
ATX
P3
700MHZ
80G HD
nVidia VID Card
Acer Open
Is there some times torbo cooling sensor related to the system, and would cold periods throughout the given area aswhere the PC is located
start this random high speed take off of the System Fan??

Proofreading before clicking the 'submit' button is often a good idea :)
I think I gather that your CPU fan is sometimes running faster, sometime slower. There are indeed temperature controlled fans that run at variable speeds -- yours may be one. Otherwise it may be failing.

My fault, no I believe it is the System Fan for the noise level is quite
more intense, then the CPU fan, I believe would not be capable of creating the RPM level of sound as the System Fan.
Before I dismantle to distinguish as to where and what fan it is, I thought I would throw the question in, to see if System Fans have different speeds for various temperature controls?

If by System fan you mean a case fan, it could have variable speed control if it either has a sensor on it or it is connected to the motherboard. If it is speeding up based on temperature, it may be a good idea at augmenting your system cooling.

I re-read your original post, and it seems that in your last sentence you're saying the fan is nosier when the system is cold? If that is the case, then a fan may indeed be failing. When bearings in a fan start to go, the fan may start up noisy and then quiet down after it has warmed up. To identify which fan is causing the noise you'll need to take the cover off the machine.

Just looked at the last line in my post and realized it didn't make sense. What I was trying to say is that it might be a good idea to think about increasing your system's cooling since the increased noise may mean that your system is overheating.
If you are saying it is louder when cooler, then a bad fan is more likely the problem.
