I just built a new computer and noticed that when I check the SOUNDS file in CONTROL PANEL, and open it up, I do not have the option to PREVIEW the different sounds (like "you'ave got mail" etc...). If I play a CD, I can hear the music fine but nothing else. Upon start up, I cannot hear the familiar windows "startup theme". I bought a motherboard that included Audio. Any ideas?

The motherboard should have a driver CD. Did you install it?
If so, look in audio properties. Right click on your speaker icon and open Volume Control, choose options> playback> and enable the WAV slider most likely. Then make sure it is not muted.

How do you get to the audio properties?

When I go to programs, accessories, and entertainment and double click on "volume control", nothing appears......

Did you install all the necessary multimedia components with the rest of Windows?
Check at "Control Panel>Add/Remove Programs>Windows Setup>Components>Multimedia>Details" for "Sound Recorder", "Multimedia Sound Scheme", "Volume Control" etc.
