Can you make a VCD with a CD-RW disc and then erase it later so you can make another VCD on the same disc?

Like Fruss Tray ted said, there shouldn't be a problem at all.

CD-RW's allow you to write to them, erase the data and re-write to them over and over. In my experience depending on the brand of the CD-RW, problems do occur when trying to erase data and re-write to it.

CD-R's will only allow you to write to them once.

But, you may have to play it back in the burner that made it...some players have problems with CD-RW disks.

Yep - CDRWs are good in theory, but can prove troublesome in practice. Many machines simply won't play them, especially if they have been created on another machine. Some others may play intermitently (I hope I spelled that right)
The only way to find out is to have a go.;)
