What size power supply do you have. If it is a cheap one that came with the case, it may be the problem. I built a PC recently that had that happen almost exactly as you describe it.
If that isn't is, I would try a minimal boot with no drives, 1 stick RAM, CPU, power, mobo, keyboard, case speaker and, of course, CPU heatsink/fan. See if you get POST. If you don't, try the same thing out of the case on a nonconductive surface. If still no POST, you probably have a bad mobo and/or CPU.
Also, check all connections, particularly the CPU fan to the motherboard.
When you say it started up 2x, what exactly happened???

The power supply could be 700watts and still fail if it is one of the cheapies that come with many cases. I think the one I had that failed was rated at 450watts if I remember correctly. I sure it cost the retailer at least a buck or 2 to include in the case....
If you haven't already done so, I urge you to try the minimal boot and see what you get...
Also, make sure you check all connections. Make triple sure the video card is properly seated, they can be difficult to get right. It might have been in there just enough to get POST a couple of times and then got jarred loose with heating up and cooling down and jostling around...

It sounds to me as though your processor was overheating. Your motherboard has a safeguard built in to cut the power when the cpu overheats, but sometimes it cannot act fast enough to prevent damage. It is possible that you didn't have the heatsink seated just right. My problem was a copper shim - it was supposed to protect the core during installation and distribute the load of the heatsink, but it must have not been down on correctly because the heatsink did not interface adaquately with the cpu core. Anyways my computer started to turn on a couple times very briefly and then everything went blank. In my situation I could smell my new Athlon XP when I removed it - extra crispy. I had to get a new one.
