I had trouble with HELP on all my programmes - it told me I was performing illegal actions. i reloaded Windows 98 but the same problems happens. Any Ideas. My screen is also GREEN...

Tell us a bit more about things that led up to you re-installing Windows. A little more on the system specs (CPU, RAM, HD, Monitor, power supply output, video & sound cards) as well please.
Sounds suspiciously like a bad ram module...can you borrow a bud's ram (same type of course) to test this out?
When you re-instsalled was it a full install with a fdisk and format first? If not, more than likely registry errors are still present and causing your headaches.
The monitor may be going out on you if you are seeing the green haze. There are some things to check: After re-installing Windows you will need to find the appropriate drivers for your display adapter. What kind of video card do you have and is it integrated into the motherboard? If it is integrated you will need to make a virtual trip to the motherboard maker's site to retrieve the latest drivers.
To sum up: the best thing to do is back up any data you wish to save and do a complete fdisk /mbr, fdisk and format then install. Then ensure you have updated drivers for all your motherboard & peripherals, do your Windows updates from MS to include Direct X.
