I switch on the machine and the SMPS fan is working properly.
The BEEP sound don't produce. The system don't BOOT.

Sounds like something I like to call, no video no post. Best thing to do would be to rip everything off the motherboard, down to just the power to it. Start it up, listen for beeps. If you hear beeps (memory is usually around 8 beeps, depending on the motherboard), trying powering down and inserting the ram, then start it up. If you get more beeps (video is usually 1 long 2 short), insert the video card. From here on out you should get a single post beep, just keep adding your devices one by one. If it stops giving post after a device, remove it and move on to the next device. Kind of a process of elimination but it works.

Also, the beep codes could be totally different depending on the type of board. Most boards I've worked with have been very similar to this though.

Little more info would help, is it a agp card or pci card? Try a different video card, some motherboards dont like agp cards right off the bat, boot with another card and load drivers to open the agp miniport driver.
