As soon as Windows 98 starts to load, press F8.
If you can do that, it will show a menu.
Go into safe mode.
If it starts in safe mode, sounds like you have a video driver problem.
If that is the case, go to the control panel and system and to hardware manager.
Remove any display adapters and restart.
It should restart with the default VGA drivers. At which point, just install the video drivers again for your card.
If it doesn't work, then you might have to install Windows 98 again.

Did you add something new to your cpu recently and it want boot, if so you might have a resource conflict. Try removing the new thing you added and then try it , if it boots then it was probably a irq conflict.

Mind if I ask what brand and model your video card is? I suggest you try the video card on another PC. If the video card fails on the other PC then your video card has a problem. You could try using the latest set of drivers offered by the company that manufactured your video card or try reseating it on another slot if it is PCI based. If its an AGP card then you don't have much of a choice except try it on another board for testing. Check your connections too, especially the cable connecting your video card to the monitor.
