I am trying to reformat my hard drive, but it keeps getting stuck at 23%. What would cause this to happen? Please help!!

there might be a bad sector, a piece of sand, a virus, some weird thing that noone's ever heard of...
my suggestion is to create a 1 or 2 gig partition and format that, or however much is 22% of your hard drive. then format, install windows on that, and then create partitions for the rest of the drive while in dos or a command prompt. then, reboot into windows, right click on the icon for the new drive, and try to format from there. if it works, you'll be prompted to run scandisk. if it doesn't work, you have two choices: get a disk scanning utility, or get a new drive.
it's now worth the trouble to do hardcore troubleshooting of a disk drive; they're cheap enough to just buy a new one. http://www.PCGuide.com/ubb/smile.gif
And depending upon the size and age of the drive the search for a new one may be the place to start.

Make sure in the bios virus protection is disabled, hit del on startup and find virus protection and disable it. this could be the cause of your problems

Yes,I also agree with diurnal.first of all disable the virus protection.
Also try Seagate"s DM to formate the drive instead of normal format.com.
