I upgraded my memory to 768mb from 384mb on a Dell 850 PIII with a Plextor cd-rw, DVD, two hard drives 80 and a 40. My system doesnt seem to run any faster and I can only open the same amount of programs that I could with 384mb. Is there any tweaks that I am not doing?

Just because you install more memory doesn't mean your system will run noticeably faster...and since you already had 384mb, you were at a point where the performance of ram quantity was at or near its peak...
Something you can try though, if you haven't already, is to adjust your virtual memory settings. Since ram is faster than a hd, you can either disable your swapfile altogether (COULD cause a problem, but unlikely with that much ram) or place it on a separate physical drive from where your OS is installed and assign it the same initial and final sizes (to prevent fragging)
You could also set up a ram drive 300-400 mb in size...
