Just to move things along for the smart guys that will really help you, tell us if you have run scandisk and defragmented your hard drive. If answer is no, do you know how to do it?
Just noticed you said "installed win98". was that an upgrade from win 95?
Or was it new install on a new or reformatted hard drive?

Can you start up in safe mode? Do you know how?
To start Windows in safe mode
Click Start, and then click Shut down.
Click Restart, click OK, and then press and hold the CTRL key until the Microsoft Windows 98 Startup Menu appears.
For some machines, you can use F8 instead of CTRL to bring up the Microsoft Windows 98 Startup Menu.
Enter the number for Safe mode, and then press ENTER.
Are things faster in safe mode?

Just a couple questions.
Have you ran a good virus scan?
Do you have a CMOS Checksum Error on the screen when you boot-up? And is your Date/Time in error? Lagging behind.
If the CMOS battery on the Mboard is getting weak things really slow down.
Luck.

Sounds like MS DOS compatabilty mode...check Device Manager tosee if the disk drve is properly installed, same for the IDE controller.
Also right click My Computer and select Properties then the Performance tab to see if it is in MS-DOS Compatability mode...and Troubleshooting MS-DOS Compatibility Mode on Hard Disks (http://support.microsoft.com/support/kb/articles/Q130/1/79.asp)

The hard drive could be failing.

fristly thanx to fixrupr, ranchdog, mjc and ski. I had run the Safemode but the result is same,I also run the antivirus but in vain.there is no CMOS checksum error. But I find that my hdd is 8gb and it divided in to partition
C and D among them windows98 is installed on C, D is with other data but I found that boath have diffrent file alocation system C have FAT and D have FAT32 is it the cause of the problem?
Windows 98 uses the FAT16 file system by default.
However, FAT32 is normally used with W98 because it's faster(30-40%), makes more efficient use of hard drive space, and allows a hard drive as large as 2TB to be partitioned as a single drive.
If your computer has always been slow, then converting partition C to FAT32 will help speed things up when running applications.
Also, if it has always taken a long time to start up, then go to Start/Run, type msconfig, click Startup, uncheck the boxes for the unneeded programs(Keep the boxes checked for System Tray, System File Checker, Load Power Profile(2), antivirus program, and firewall program if you have one), click OK, restart the computer.
And clean out the Cookies, History, Temp and Temporary Internet Files folders in the Windows folder if you have not done so recently.
However, if your computer has considerably slowed down just recently when starting up(10 minutes is much too long even if a lot of programs are loading), and when opening and running programs, then suspect a failing hard drive.

From what I understand is your problem has started after upgrading to Win98. Was this essentially a clean upgrade? If you still had programs installed when upgrading that very well could be your problem.
Since scandisk and defrag ran through your hard drive is probably ok.
If it were my comp I would reformat
