Do dvd head cleaners really work,can you notice the difference after cleaning

If you mean the disk (cd)with the little brushes on them.
Yes IF you have dust on the lense or inside of the system..

In most cases where I have seen a problem with a disk not reading.
it has been the disk at fault.
Dust on the disk or even finger prints from kids greasy fingers

Keep the disks clean and you shouldn’t have a problem
