This is kind of a repost because the site had some internal problems. Here is my original message:
"I have isolated the MB from everything so no shorts. When I short out the on/off switch on the MB, my fan's jump like they were powered up for 1/10 of a second but the power supply does not turn on, no fans, including the CPU fan start up. Everything is dead. It's an abit MB with an Athlon 1.4. I have taken MB and processor in and tested them seperately and together and they all work. I tried a different power supply at home with same results. Guy where I tested them suggested memory but the power supply ought to start up with no memory at all, right? If it's the mem, both of mine are bad. Can't find any power supply specs to see which pins turn it on so I can't measure output. I am getting ready to go buy another power supply out of frustration if nothing else. It's hard to imagine two bad power supplies but that is the only variable (besides memory) between home and the tester. Any suggestions??"

A couple of folks asked further questions and I'll try to answer them here. This is a system I built about 3 months ago. It has worked fine until now. The PS is a "generic" 300 W that came with my case, which is a "Daves" case (from Fry's). Slider is on the correct voltage, I have the mobo sitting on plastic with no other boards attached so no shorts. I've tried it with and without memory installed. I'm not using the case switch, just shorting out the two terminals on the mobo that go to the power switch which is what the switch does. I have an Abit KG7 Raid http://www.abit.com.tw/eng/product/mb/kg7r.htm I went to my friendly neighborhood PC store and they said they had a holiday rush on PS's and were out of them. I'm going to try to pick one up tonight and see if it is the problem. Thanks to all who have offered suggestions.

You said in a previous post that you checked the power source, did you check for a faulty power lead?

Good Luck

Yes, I actually have used two different power cords. Thanks for the help.
