Getting my mates p4 2.8ghz cpu & will be installing it on my board specS are ok , would you advise cleaning off old paste & putting new layer on .

Clean off the old paste from cpu and heatsink using cotton bud, cloth to take of the access paste, then clean with a small dab of cleaning alcohol, small dab i say, then wipe\dab dry.

Yes to new paste, not too much just a thin all over layer, use an old bank card.

Artic Silver is good stuff, use it per their directions. Scrape off old stuff with a plastic card and clean die and mount with high quality alcohol (you can get it from a drugstore/chemist). Just be aware it will void an AMD warranty (they prefer you use their OEM one-use pads).
