Mate has fitted his new p4 3.4ghz to his intel 865pe neo to mobo everything going ok , manual says it takes up to 3.6ghz also Evesham clarified this . On fitting the system info says p4 3.4 but underneath says working at 2.8 which was the old speed . Went to the bios to see cpu frequency it says LOCKED & no options to unlock , so cant manualy set clock multiplier , Evesham say they will get back to him on possible jumper settings or bios upgrade has any one any more info on this scenario . They seemed very vague in there ansewers .

The CPU's clock multiplier is locked, yes. Intel has locked this for years so this shouldn't be shocking to anyone anymore. Unless you're referring to the FSB speed? This should be auto-detected by the mobo, and no, there wouldn't be any manual adjustment to this if you have an Intel mobo. Intel mobos have no overclocking.

The only thing I can think of after your description is that your friend thought he bought a P4 3.4, but in fact was slipped a P4 2.8.

Cheers mate Evesham guy did not know that ? . However the cpu shows up in General of System Properties as 3.4ghz but underneath says 2.8ghz also shows up in System Informayion as 2.8ghz . He bought the cpu at Overclockers , any more info would be great as to why it will recognise this cpu but not perform at the speed.

Is this problem still persisting? Any new info here? I can't figure this one out in any simple terms. In order to get more info about the system, download a little app I like to use called WCPUID (http://hp.vector.co.jp/authors/VA002374/src/download.html).

Unpack the exe file into a folder, then run the main exe. Report back with full details of the "Internal Clock", "System Clock", "Multiplier", "L2 Cache" size, and versions of SSE supported.

Put the latest Bios in last night it has done the trick many thanks for your input , Evesham claimed no bios upgrade wa needed then changed there mind.
