What is a Double layer DVD wrighter (I asume it's 2 tracks)?Is there such thing as a single layer DVD reader/wrighter?

There are single layer dvd writers. Double Layer dvd writers, (With double'layer compatiple disks), can write to both sides of a dvd. i saw one at an Officemax catalog this morning that was for $59.99!
