I have no power lights comeing on new case/motherboard/power supply.
Motherboard...MS-6312 VER-1

have print out of basic specs, but not the specifics on how to correctly plug in the little LED connectors, most issues due to connecting additional USB connectors without having original configuration to fall back on, so intitially need the basic, simple correct plug in answers.

Issue: front panel wiring Harness Connector with an above USB Front Panel Connector...
LED's to connect: Power LED, Power SW, Reset SW, H.D.D. LED, Speaker.

And, please bear with me, does the white point to the top, or is it the bottom.

Any other issues that may be interfereing with NO power, yes it's plugged in correctly and power supply is set at 115V not 250.

There are often two switches on a ATX power supply, make sure the switch on the BACK OF THE POWER SUPPLY is set to "|" not "O". Then, inside the case on the motherboard, go to the front pannel jumpers and take an insulated screwdriver and connect two jumpers at a time, going from 1 and 2, to 2 and 3, and 3 & 4, etc until you have tried ever adjacent setting. When you touch the two that start the machine, you've found the Power SW. Place that connector on those two wires, try pressing the power switch on the front of the case. If doesn't work, try switching it around.

About the others, there has to be something in the motherboard manual or printed on the motherboard to tell you about those, or you can just do trial and error.

Also, if you go to the motherboard manufacturer's website you can find the connector and jumper pin-outs, and quite probably a more in depth manual.
