See if it runs in Safe mode.
If it does, then do a clean boot to troubleshoot it:
http://support.microsoft.com/default.aspx?scid=kb;en-us;310353

If the same problem happens in Safe mode, then check for leaking, bulging, or ruptured capacitors on the MB.

If they look ok, then make sure all connections are secure, all cards and RAM are fully seated, all vents are unobstructed, all fans are running, all heatsinks are secure, and clean off all dust from the fans and heatsinks.

If no luck, then run an external fan with the computer's cover removed.

If no good, then install just the power supply, MB, CPU, RAM, video card, monitor, and KB.
If it runs ok, then install the drives and other cards one at a time until the problem resurfaces. The last component installed is the cause.

If no good with the above setup, then place the MB on a piece of cardboard.
If it runs ok, then remove all metal standoffs and screws that do not line up with MB holes, and check for any loose metal objects in the case.
If no luck, then install manila washers between the MB and the standoffs/screws.

If no luck, then either the power supply, MB, CPU, RAM, or video card may be bad.
