Can power supply, (line and on board) be tested without a scope. PC clone, W98-1, system very unstable and I suspect dirty power. Located in the country, and in an old building. I use a small APC UPS, but still have frequent unexlained crashes. Would hate to replace motherboard and find the problem was bad power.

If your using UPS and the Batteries are in good shape can't see where there would be to much of a problem with the power Not much you can do about dirty power? Thats California for ya Deregulation? You could register spikes & surges,Brownouts, But unless you have acuired a back ground in Electrical engineering I would say your scratching your head over nothing? You could use something like this to test your power.
