Sometimes, if I notice hesitation in opening programs (e.g. IE, Control Panel), when I try to exit Windows, I get the famous Waiting for a file for this program. I have to click on the End This Task button to get to exit. What is the role of this program and how do I get this problem to go away. Using Win ME.

is this a schedualed task that you have performing? look in controls panel under schedueled tasks see what it is.If you do not need schedueled tasks running --go to run type MsConfig> hit start-up> un-check schedueled tasks> hit apply>hit OK >let it restart.
I run Me and I have never heard of that perticular program?
Have you ever had "Comcast or @Home on this machine? or something like Broadjump?

(undoubtedly a Biblical reference to a Microsoft product!)

I was @Home and now I am with @Comcast.net
Yes, Comcast installed a number of files and they created a folder called BroadJum to store them. Do you think that there is a relationship to my problem?
