Try repartitioning it, then formatting it in FAT 16 and see what happens. You can always convert later on.

Some system info might be helpful.

When does this happen? During the Windows installation or after the install when it reboots for the first or second time?

Im sure your booting from the CDROM ..sounds like its getting right to the part where it has to read/write to the hardrive and it cant. Check ya hardrive connections and power cable connections ..after starting system with CDROM support and u see the A:/ prompt, switch to your CD drive letter assigned and type in cd\win98 and hit enter, then type in FDISK and see if it can read the partition..if it hangs there also it sounds like its having a problem reading to the drive. you can take Petes advice and redo that .after making a partition be sure to restart the computer and follow the steps over going back to the cd\win98 ...once there type in SETUP and hit enter..the Windows CD should start the format and install from there.

Just an idea - if your motherboard/bios has built-in boot sector protection make sure this is DISABLED. I had a similar problem with Win95 installation freezing on me just after the HD scan - accompanied by a strange black screen and a cut-off *beep* sound.
