My brother bought a new mouse because his old one was 'freezing' on the screen.
Since he plugged it into the PS11 port he is receiving a message to say that it is not plugged in and that he should do this.
Also, when he he switches on his Computer (Packard Bell)the final screen he reaches only shows the Windows 98 flag/logo and not any of the Windows symbols such as Programms,My Favourites etc etc,this means that he cannot close down Windows properly because of course the Close Down is part of the missing symbols.
Can anyone help,

Was his Old Mouse a PS/2 mouse connector?
If not he should check the Bios for the PS2 option and enable it.

If it was a ps2 he should shut down completely.
Unplug the power supply.
Press the power button once to drain the M/B capacitors .
Then unplug the mouse and check for any bent pins in the connector .
Then reconnect it into the correct socket

Plug the power back in and power up.
Go into the Bios and Make sure the PS/2 option is enabled.

How can my brother check the BIOS for the PS2 option and how can he enable it please.

As the system first boots during the post it should display a key or key combination to enter the bios.
Once in he will have to search for the correct option location for the PS/2
Or
Depending on the age of the system he may need to use a setup disk to get into the bios.
I’m not sure I haven’t worked on a PB in years
So I can’t tell you the exact location of the settings
