Plug in the power line, the CPU fan started to run at once!
Unable to boot the computer.
Black screen.
Some more info would be helpful here...
Is this a recent build?
If so check to make sure that you have the connector for the power button on the correct pins, also check for shorts, dropped screws etc...

I'm using Diagnostic Flowcharts.
1. The PC is not "dead" [because the fan ran].
To determine if there is a POST problem you MUST answer the following:
2. Did POST appear to run?
That is: were there lights going on and off as the PC checked the hardware like floppy, CD-Drives keyboard.
Was there a single beep. This would happen upon successful completion of the POST [Power-on Self Test].
3. Were there any other audible beeps?
If [the POST is completing or] you hear any audible beeps you may have a display problem.
DISPLAY
1. If there are no signs of life, like lights showing, either the mains lead is faulty, or you have a separate power supply to the monitor and it is switched off. No power is getting to the Monitor.
Alternatively your Monitor is faulty.
2. If there are signs of life but the screen is black/dark [and you have not turned down the brightness or contrast] and if POST is completing successfuly, as indicated by one or more beeps, then you have a faulty monitor.
Also a Blank screen can be caused by an improperly seated video card.
After seating the video card and attaching the mounting screw look at the base (PCI or AGP) of the slot.
If it has moved upward out of the slot . Remove it then Reseat it and reattach the set screw.
