Considering
1. that the manual for a MOBO was unavailable
2. and the PCB doesnt have label for where the front panel connectors should be pin to a mobo
how can we correctly connect each pin?

You want to risk ruining the motherboard just to have access in front for what is already available in the rear? Why? Perhaps the motherboard doesn't even have front case features. Not all do fyi.
Have you looked online for the mobo manual? What is it? The pinouts are usually at or near the same pins to boot, reset and case speaker but it still would be safer with the manual.

I seen Mobos with pins for connecting the reset, power button, hdd led, power led, system speaker and they are located somewhere close at front. the wires are in pairs and color coded.
If i can get online instantly i could get the mobo manual, but sometimes i could not. Thats why I'm just looking for a way to connect them properly.

You're confusing me just as much as I'm confusing to you :p You're also not answering my questions asked above. I can't help you if you don't.
What I said earlier is that the pinouts should be near where the ones for power and reset and case speaker.

If that pc with the mobo in question works and it is using Windows 98 or newer, try running Belarc Advisor or Everest Home Edition to give you an idea what the mobo is, then search for the manual through the manufacturer or elsewhere with Google maybe...
If you don't provide more details there isn't much we can do to help. What are you trying to connect? Front usb? The power switch? WHAT???

Front panel connectors are sometimes used interchangeably to mean either the USB and Firewire or, the Power, Reset, HDD/Floppy LEDs.
It sounds as though you are trying to locate the Power, Reset, etc...normally found on a multi-pin rectangular header...
Are you absolutely certain they are not marked on the PCB? I usually have to use a magnifying glass to see the writing...not just because I'm old! :D The printing is just so stinking tiny...:)
Since you are beginning with a no power situation, you could try touching the contacts located next to each other with a screwdriver. Touching the connectors that power the momentary POWER switch should simply start the computer.
With the computer booting, you could freeze the BIOS screen and copy down the BIOS string. From it we could find the motherboard manufacturer and a manual if you are unable to do so.
Touching the contacts on the motherboard header in a power off situation should not harm the motherboard since no power is directed to the LEDs or speaker since power is not being supplied to the motherboard until it is energized with the Power button.
Also, the polarity on the switches is inconsequential. The LEDs, however, are polarity specific. If they don't work one way simply flip them around.

So if you can't get on the web, how are you posting at this site??? - sometimes I'm out of nowhere where i could not get online instantly
I really dont see any markings on the pcb, got several mobos like that.
The other thing that confuses me, is that sometimes there are led connectors that are connected in one row, sometimes it could be connected in both rows. Could i connect the led in anyway as long as they are connected at +/-?

Could i connect the led in anyway as long as they are connected at +/-?Yes, if they are the hookups for the LEDs. If you look at the two rows running longer from East to West, you would not connect pins running North to South...stay in the same row...make sense?

The polarity +/- of the LED will determine whether it will work correctly or not. If you find the LED pins on the header and after connecting to the wire it does not turn on...reverse the connector.
As the acronym suggests, these are diodes. The main function of a diode is that it allows electricity to flow only one direction...so, if it's not flowing the light will be...out
