I have formatted and installed win95b on my laptop (Latitude CP M200SD).
Prior to installation of windows, I installed a DOS CD-ROM driver which made the drive available for installation of windows.
It works now, but cannot read all my Cds! For example a data CD that I burned myself is not readable. I get "E:\ is not accessable!".

Try putting in a CD that is NOT burned. Like, try putting in any CD that you bought, not burned. That happened to my old Dell too. Turned out I need to use an external cd-rw for it now.

From EasyCDcreator help files.
Problems Reading Recordable CDs

If you have successfully written a CD but have problems reading it, there are a number of possible reasons:
If the CD can be read on the CD-R or CD-RW drive but not on a standard CD-ROM drive, check in Disc Information under the Disc menu to make sure that the session containing the data you just wrote is closed. CD-ROM drives cannot read data from a session that is not closed.
If your CD is ejected, or you receive an error message, or you have random problems accessing files from the CD, the problem may be that your CD-ROM drive is not well calibrated to read recordable CDs.

If you recorded the CD using the DOS filenames option in the File Names tab, but there are difficulties in reading back the CD on DOS or Windows 3.1 systems, you have an older version of MSCDEX (before version 2.23) on your system.

You may have some success if you download some firmware for your particular cd-rom. It could be Toshiba, Adaptec, Samsung etc. Depends who Dell was dealing with when those were manufactured.

Besides that, whenever you reload Windows in any pc or laptop, all the motherboard drivers and utility drivers need to be reloaded as well. So if I were you, I'd go to Dell (http://support.dell.com/support/downloads/devices.aspx?c=us&cs=19&l=en&s=dhs&SystemID=LAT_PNT_PNT_CP&os=W95&osl=EN) and download everything] related to this laptop and burn them to cd plus save a copy on the harddrive too.

Hopefully my link takes you to the page of downloads for your model. If not, you have the neccessary info in your posts and their site is not awfully hard to get around in. If you need to register, that's ok too.

I have actually downloaded and installed many drivers from Dell including audio, video drivers and BIOS updates, but I did not install any CD-ROM driver from there because I did not find my CD-ROM model in their list of downloads. For whatever reason, the windows cannot see the firmware version or manufacturer of my CD-ROM drive and therefore I do not know what kind of driver I need! Dell offers only drivers for Toshiba, Samsung and Adaptec and there is no indication on my drive that it is comming from one of these manufacturers!!

Try using something like Belarc Advisor or even pulling the drive out of the laptop and copying down the number or model. Google it and it should give you some clue.

1. Unknown Device Identifier = http://tinyurl.com/bcbhn
2. My Drivers 3.11 = www.zhangduo.com/driverbackup.html

1. Will identify all hardware.

2. Gives you a 15 day trial of the driver backup program. I took an hour to make backups of my 64 drivers [and then uninstalled the program]. Each is put in its own folder and I had them saved to a CD-RW disk using "Packet Writing" software.
