They are probly programs that use some files off of the cd. (if they are older programs, then they were made that way to keep as much as possible on the cd, this was when HDs were realllllly small....i remember my old 512kb hd.....)

This is also done to inhibit piracy. The disks may be difficult to copy and so it is intended that the original must be used (in addition to having installed onto the hard drive) in order for the game to play. If you illegally "lend" the CD to someone to use on their pc then you cant play it on your own PC.

A lot of these educational programs will work on systems as old as a 486 running Win95, while some of the newer ones simply say "Windows XP" under the requirements. 640 x 480 in 256 colors is not uncommon for them, so the hardware needed (and expected) to run this sort of software is really old. As such, they sort of expect you to have only about 50MB of hard drive space to play with, as opposed to 50GB like today's PC's.

Apparently the said cd`s where down loaded onto the neighbour`s pc, but since have had it upgraded from Win 2000 to WinXP. Would that effect downloading??

Hmmm... upgrading to a higher version of Windows doesn't always go smoothly. At the very least, I usually recommend a back-up of the system volume before an upgrade is to be performed.
In any case, if it worked before and not now, just uninstall and reinstall the programs. That should work!
