Can you have multiple CPUs in a desktop PC? besides using dual-core CPUs.

Welcome to the PC Guide forums!
There have been dual processor boards available for several years. You would get matching processors to mount onto the board and off you go.

I know this is a newb subject but if you had two 3.0GHz on your motherboard would our overall computing speed go up?

Yes duel 3.0GHz CPUs would be a major improvement over a single 3.0GHz CPU. It won't be a 100% improvement, more like 80-90%
Most duel processor workstation motherboards will work for a desktop PC. Some duel processor workstation motherboards are made to fit in an ATX desktop case, but most need an EATX case and an ATX EPS+12 power supply.
You will also need an operating system that can be used on a duel processor system such as Windows 2000 Pro, Windows XP Pro, and various Linux distros. Windows 95, 95SR2, 98, 98SE, ME, and Win XP Home will not run on a duel processor system.
Some programs are not multi-processor capable and will run on the first processor that they find, and will not use the second processor. You will not see much improvement for those programs 10-15% improvement would be about average. Now that duel-core processors are available we will be seeing more multi-processor aware programs.
