Hi, guys. I appreciate any help you would give me regarding the following issue.

Phenomenon:
My monitor, out of the blue, blinks once as if when one changes the resolution. This happens anytime between 10 minutes and a few hours after my pc is booted up. From that point on, things go downhill and it starts blinking multiple times. When it blinks, the LED turns green from orange as it turns on and off. Then the monitor gets blank longer and longer, and minutes later, the signal from the system completely stops and the LED on the monitor stays orange. After I turn off the system power and try to immediately boot it again, the monitor does not receive signal. Only after a break for 10 or 15 minutes or so, the booting is successful. The longer I wait to reboot, the longer it takes for the monitor to start blinking. This phenomenon started after my apartment had a power outage for a split second one day.

Troubleshooting done so far:
1. I checked the connection and reinstalled everything on the motherboard, but it didn't work.
2. I suspected that my monitor is faulty, so I hooked my laptop to it. The blinking problem didn't happen. So, I think my monitor is OK.
3. I suspected that there may be something wrong with my motherboard, so I purchased a new one (PCchips M957G) with a new CPU (Pent4, 2.8GHZ). Even with the new motherboard, the problem didn't disappear.
4. I suspected that a new video card may solve the problem, so I purchased a new Radeon 9600. The problem was not resolved.
5. I stripped everything from the system except CPU and RAM. I booted the pc and waited to see what happens on the bios screen. The blinking started, and the same thing all over again.
6. I purchased a new RAM, but it didn't help.

Given that the only thing I haven't changed is the case and power supply, that may be causing the problem. Should I go ahead and buy a new one? I am getting tired of buying things and doing this diagnostics without success. I looked for help online, but I haven't found a similar case with mine. Any advice or insight to this problem would be greatly appreciated. Thank you in advance.

You should break this down using a logical method, otherwise you spend time and money guessing. Download Sylvander's diagnostic flow charts from the sticky post at the top of this forum.
CRT monitor problems can also occur from strange things like bad monitor cords, bad outlets in the power supply where you plug in the AC for the monitor, and failing power supplies in the monitor itself.
NEVER open a monitor unless trained specifically to do so, the energy inside is LETHAL.
