it is completely seated the only thing i did was remove the card while off to install the new heat sink... the one thing i did wrong that i can think of is that when i put all the wires back i forgot to plug in the heatsink fan...

here's a pic of what it shows on the screen when i start up.... the pixels start out huge then it goes through start up then when it hit the desktop it shows whats in the pic and after that it doesn't refresh.....

It may only be a software problem [Windows configuration settings?]
I once instantly fixed a very similar problem [in Win98][for a neighbour] by restoring a previous registry.

To check whether the hardware is OK [HDD excluded]...
Load/run a Linux distro from a "live" CD.
Ubuntu (http://www.ubuntu.com/getubuntu/downloading?release=desktop-newest&arch=i386&mirror=http%3A%2F%2Fubuntu.virginmedia.com%2Frelea ses%2F&debug=%5B%27country_US%27%2C+%27country_UK%27%2C+% 27continent_NA%27%5D&download-button=)

" by restoring a previous registry do you mean do a system restore"
NO...
A "Restore Point" is a feature introduced with WinXP.
In Win98 it was possible to go to a C:\> prompt, and enter the command...
C:\>scanreg /restore
...And choose to restore one of the 5 registries automatically backed up at the 1st successful boot of each of the last 5 days on which the PC was started.
That was a nice feature that usually worked well. :)

"just found an old pci nivida 5200 256mb and it worked just fine"
So do you intend to use that?
What do you intend be done with the other "faulty" card?

when you have the bad card in it...
is it like that when booting up (displaying the Boot loader- the Logo of the Company you got the PC?Motherboard from?)

"why do you ask?"
Well, if you have no intention of using the bad card, then there's no need to make further attempts at a fix. :)
