just finish building system,when turning on with power button only cpu fan start for short while and cutoff.i have reseat memory and cpu with no change.i have taken motherboard out of case with no change. could it be my cpu is bad or power supply.board i am using is a 531cf 3d agp vga /3daudio /mb. just want to be sure before spending more money. oh,cpu is a amd k6-2/350.

Check the power cables to be sure they're plugged in correctly.
Could be any of several things:
Power Supply
CPU
Motherboard
Power Switch
Memory
Card not seated well (uncommon)
Bad ROM chip
If bench testing it with only Motherboard, RAM, Video card and keyboard does the same thing I'd start by trying another power supply.

Smells like a power problem to me. Maybe something is accidentally grounded which is causing the PS to shut off immediately.
*Very* carefully check to make sure nothing metal is touching anything else metal that it should not, especially around the motherboard.

Sounds like one of those dual support power boards that will take AT and ATX style power supplies. Make sure the jumper on the board is set to the style of power supply you have. AT supply will have two power leads that plug into to slots side by side the ATX will have a single large plug.
