My daughters laptop battery has seemed to died, but it still won't work with the power cord plugged straight into a wall outlet........ could this still be a battery issue?

It could be, it could also be an issue with the charging connector/board in the laptop.
Make/model?

I have more experience with notebooks than netbooks, so I cannot address repairing netbooks.

Have you tried to power the unit on with the battery removed.

Ok I just tried pulling the battery out and still get nothing. I was wondering if there is some way to try a battery without buying it to see if that's the problem..... my guess is that I would have to pay a repairman or buy a new one.
Maybe another trouble shooting idea :D

If it doesn't power on with AC attached and the battery removed it is most likely a hardware problem. Anything from a defective power button (or button panel PCB) to the system board.
You can do the usual types of trouble shooting like removing the ram and hard drive and any other easily removed components to see if it makes any difference. After that you need to take it to a repair shop to have it looked at.

I just ordered a car charger for the laptop on ebay so I could check if it might be the charger gone bad.....only $1 so that is a cheap and easy option. Also I was wondering if I pull the battery out is there any way that a tester could check if the battery had a charge... The problem is that I don't see any of those brase ends to touch a tester too..

It could certainly be a bad AC adapter, or a bad connector on the board which is very common.

From what you have said jeepnut (and as has already been stated)
1. Bad charger (even though the light maybe on)
2. Power jack on mobo defective or needs resoldering to board
3. Fuse on mobo blown
4. Mobo defective
