Only thing I can think of is to check your Internet Options, connections tab, and put a check in the "Never Dial a Connection" radio button. This will mean if you try to connect to the Internet using the Internet Explorer icon on the desktop, it will bring up the connection window instead of dialing in automatically, but it might fix the download problem, I'm not really sure.
Also go to the Gibson Research Homepage (http://grc.com/default.htm) and check to see if you might have some sort of software on your machine that's trying to dial out so it can "phone home" even though you're already connected to the Internet.
Can't think of anything else, and don't really know if any of this will help. but thought it might be worth a try...
