Need info as to how to format a HD that has been compressed, but has missing components to the drvspace utility.

Attempting a basic format c: prompts me to use drvspace utilty. But the
only remaing drvspace file on the HD, which has been highly scattered, is
the drvspace.bin.

It's an old p-150 from a co-corker that I've picked up mid problem to try
to get back to snuff. But I can't remeber all of the old dos commands and
would like to know what road to take. How to go about just cleaning all info from HD regardless. Any assistance given is much appreciated.
