Here's the set up: Primary IDE channel, Quantum Fireball HD Master, Liteon DVD Slave; Secondary: Sony CDRW Primary.
This is the only configuration that works. Putting both CD's on the same IDE has not worked, in all combinations of settings....was hanging the computer, couldn't get a drive letter, had some IDE conflicts etc.
Now, getting all drive letters, but d: "not accessible". I know nothing about how to set / check IDE settings, but I'm guessing that's the problem. IDE set to AUTO detect in BIOS. Should I check IRQ? DOn't know how to set those either.
I'd appreciate it if someone could give some hints, and all the details, including cable instructions, M/S settings, IRQ settings, etc.

If I understand you correctly, its the Liteon CD rom that is not accessible. If it shows up in My Computer and it is not accessible then something is wrong with the CD Rom (It's a Liteon and they are notorious for dying at an early age). You seem to have it cabled correctly; however, if you have the Quantum set up as CS (Cable Select) or as a Master with NO other drives present......you would likely have a problem, even though it would show up in My Computer.

Not sure I understood the last part of your answer...the Quantum is set up as the primary - cable connected in the middle, liteon set up as slave.
The liteon will work if it's the only CD drive in the system -- not just if it's the only one on a cable. D: does show up, but I just can't access it. I'm thinking I made a simple mistake, but don't know much about IDE, IRQ, etc.
Thanks for the tip on Liteon. I should have know better than go w/ an off brand.

Double-check the hard drive jumper setting. Some drives have one setting for when it is the master in a master/slave configuration, and one for when it's the only drive on a channel, and in fact ship with it set the latter way. If the Lite-On works when it's the only CD/DVD, then it sounds like it's mechanically and electrically OK. No offense -- assume you have verified the jumper setting on the CD. Can you try the offending drive in another PC?

Since you havent said in previous posts whether the LiteOn works or not...try it in place of the CD writer on the other channel to verify it works...if it does, then it's a jumper on the HD that is not set right...or it CAN be plain ole incompatibility with HD make & DMA requests.
