Win ME error message on start up

about one in six times that I start or restart my computer
I get a blue screen and the error message
( Error OE: 016F: BFF61B21 )
I then shut down the computer and it restarts in safe mode , and the I restart it again and everything is fine.
help would be greatly appreciated

The "OE" in the error means "14" in Hex. Error 14 is a page fault error at the memory location displayed.
