a friend recently changed the settings on his moniter now he cannot see his screen how can i put settings back to normal

don't really see where your going yes you should beable to put them back??
tell your friend to change them back to the way they were ? before it went black?

Try booting into safe mode, that is if the screen goes off after the BIOS does the memory test and the windows logo comes up...but before you get to the desktop...otherwise try the monitor on another machine and see if it a monitor problem.

If it has video in DOS until Windows boots, that's what scanreg_/restore is for. Use the [F8] key or hold down [Ctrl] to get a boot menu, choose Command Prompt Only, and at the C:\> prompt type scanreg_/restore using a space in place of the underscore ( _ ) used here. Pick a backup made before the resolution change was made. It should have the previous resolution set in the registry.
