Shutdown Problems

I am using windows 98SE, and recently when I go to shutdown the computer gets to the Windows is shutting down screen, then instead of shutting down it restarts, I have checked that I have ticked the shut down box and have also downloaded the Windows98 shutdown patch. Nothing is working so I have to turn the power off instead of shutting down correctly.

I wish there was an easy answer, but it is a complex topic. I recently found this Windows Shutdown (http://www.aumha.org/a/shutdown.htm) link that looks like a good source of help.
