com port problem in DOS

I seem to be having a com port problem in DOS. I have a DOS program that requires using both com port 1 and com port 2. In Windows both are recognized and work properly. In DOS com port 1 is not being recognized, while com port 2 is working fine. I have tried this program on five different computers (either Win 95 or Win 98), and I have the same problem on every one of them!
