no mouse in safe mode

When I boot Windows 98 SE into safe mode I no longer have use of my mouse.
Arrow stays frozen in center of screen. Keyboard controls work fine.
Mouse is a logitech Wheel Mouse connected by p/s 2.
I have the mouse-ware drivers from logitech installed and working version
9.4.21 the latest that supports orientation control.
This has just started after a reformat and clean install.
Everything in device manager comes up OK.
IRQ assigned is 12, no conflicts, not shared

When you start in safe mode.
Windows does not load any drivers.
Your Logitech drivers are not being loaded.

You may want to force windows in safemode to detect the mouse and use the default MS drivers for safe mode. You may be able to do this in device manager by using the refresh
