Welcome to the forum, razorhdwire . The first place I thought of is the one you say you have already checked..so racked my feeble for a bit, but all I can come up with is some older posts from here at the forum. Maybe one of these suggestions will work in your case:
Turning off modem noise (http://www.pcguide.com/ubb/Forum9/HTML/000998.html)
Noisy modem (http://www.pcguide.com/ubb/Forum9/HTML/002296.html)

Go to Start\Settings\Control Panel, double click Modems then Properties. Click the Connection tab then the Advanced button. Type ATM0 in the Extra Settings box. (0 is a zero, not capital O) Click OK to close and save settings. That should turn the speaker off. I can't find the registry tweak for it, the page won't open...
I like to keep my speaker on, it lets me know if it's not dialing right. Once I get familiar with the way a particular modem sounds, I know immediately if it isn't connecting correctly. I can also set an automatic dialer and use it as an alarm clock...Yes, I've done that, I could check email and surf a bit while I had coffee and got ready to go to work...
