I've a toshiba tecra and would like to use the serial port to attach an external mouse or keboard.
I attached an adaptor to the serial port but it will not recognise either.
Any ideas

Just using a PS/2-to-serial adapter won't be enough; a mouse's circuitry must be designed for dual mode, and I haven't heard of a PS/2 keyboard being hooked up to the serial port.
Also, does your BIOS have the option to enable/disable the serial port?
The easiest way to use both external keyboard and mouse with the Toshiba laptop
Is using the Y adapter with the external keyboard connector.
Or you can pickup one of the old style serial mice and use it with the serial port .
The Y adapter is about the least expensive..

I have purchased a Y adaptor and connected the external keyboard and mouse, however the mouse is not detected. The adaptors fine as the keyboard is working fine, any ideas?

You may have to use the older serial mouse in order to have both the external keyboard and a the mouse.....
