Notepad.exe is found in C:\WINDOWS. Check in Windows Explorer, and see if it's there, could just be a corrupt link in the start menu. If so, delete the old one and create a new link.
I think it's included in the cab files in the win95 or win 98 folder on the CD ROM, whichever version you're using. The best way to reinstall it is by opening Control Panel and double clicking Add/Remove Programs, and the Windows Setup tab.
Correction, just looked there, Word Pad is shown, but not Notepad...Several good replacements can be downloaded from Tucows, download.com or other good download sites, and check SimTel (http://www.simtel.net/simtel.net/) Lots of goodies there...
If you had everything...Where would you put it?

Make sure it is missing - from a command prompt, type notepad.exe and see if it pops up. May just be that the link is broken in your start menu.
You can just copy the notepad.exe file onto a floppy from anyone else's computer. Safer and easier than most other methods. Drop to a command prompt and run:
copy %windir%\notepad.exe a:
on your computer, run:
copy a:\notepad.exe %windir%
