Win 98SE Illegal Opperations

Okay, here is the story,
i would be browsing the internet one fine morning, and anytime the computer wants, rnapp performs an illegal opperation, this is driving me nuts, cos it costs money to redial all the time, so what i do is drag the "pain in the neck" box down in front of the startbar, then click on the start bar and then it is gone, but this still annoys me heaps. is there n e way of finding what is causing the problem?
