Win98 explorer doesnt recognize 2nd hard drive?

I installed a second hard drive for storage.
BIOS ok,drive appears in device manager,but does not appear in windows explorer or from a dos window.
Ive tried every config on the EIDE bus.With 2 hard drives(1.6G,4.3G)and 1 cdrom.
I finally copied "c"to the new drive and it runs fine but now I cant access
the original drive.
Seems to only recognize the boot drive?
This happened before when I tried to copy some files from a friends disk?
I cant seem to find any answers anywhere?????????????????????

You did not mention using Fdisk and Format Utilities. Did you?

Does Drive show up when Dbl-click MyComputer?

Does System Information Utility tell you anything? Start, Programs, Accessories, System Tools.
